Although there is no single explanation for why progress toward closing the gap has all but stalled, I believe I know why.  Women are Underestimated, Underrated and Undercompensated.

Ever been underestimated?  I have.  And it didn't feel good either.  When it comes from your boss, it can feel like a double whammy.
